I love how the low blow has become a finishing move in modern time wrestling.
There was at least one low blow in every match during the AE. It got out of control.

ilove the shot of Aries winning while hogan was just walking up the ramp. Brooke wasn't even looking back at the ring.
ACTING. TALENT. I was at least expecting Aries to take a Boot from Hogan while he left the ring and looked back at Bully.

That's not a MINIMUM. if you accept the fact that there was going to be Hoganosity involved in the ending no matter what, then yes, it was kept to a minimum. Neither Brooke nor Hulk were personally involved in the ending. Hulk didn't drop the boot or hit AA with the bat. Brooke didn't nutshot Aries.
