I think I've figured this out.
Jack spent the last 6 months in speech therapy to get rid of the lisp. After months of hard work they managed to find 3 words he could say properly: "We the people". Armed with this knowledge WWE was forced to build a new character, gimmick and storyline featuring only those words.
High on their recent success in a similar situation with Ryback, who can only enunciate "Feed me more" (or maybe he only says it because he's always hungry, hence the 10 meals a day, and the writers were just confused) Steph and crew tackled the challenge. Weeks wre spent trying to work out an angle.
One day Linda (who, let's be honest, has plenty of free time on her hands) wandered in to the writer's offices and demanded Steph fire the writer who had just mocked her in the hall, muttering "We the people" under his breath and shaking his head. After firing the writer, because obviously any McMahon is always right, Steph asked Linda what she meant. Linda explained that "We the people" was something those no good Teabaggers who failed to get her elected always talked about.
And an angle was born.
